Development Framework Document
The Development Framework Document (DFD) complements and supports the policies of the Northstowe Area Action Plan (NAAP). Given the passage of time since the NAAP was adopted the DFD has been able to take into account more recent and emerging changes in national and local planning policy to ensure that the master plan is future proofed. It presents a clear vision for the new town and strengthens key principles. It incorporates the ‘long term strategic reserve land’, identifies the influences on the character, layout and structure of the town and explains how Northstowe will be a sustainable and locally distinctive town. The DFD was endorsed by the Northstowe Joint Development Control Committee (NJDCC) on the 20 July 2012. The latest version is available under Media and Downloads.
The master plan will deliver:
· Up to 10,000 homes
· A town centre and 2 local centres providing shops, community facilities and uses, business and commercial premises
· The integration of key aspects of the former RAF Oakington
· 3 employment areas
· 1 secondary school and 7 seven primary schools
· 4 sports hubs
· Significant open spaces including a water park, informal open space and children’s play areas
· A dedicated bus-way through the site with direct connections onto the Cambridgeshire Guided Busway
Phase 1
An outline planning application for a first phase of 1500 homes together with associated and complementary uses, infrastructure, services and facilities was submitted to South Cambridgeshire District Council at the end of February 2012. The NJDCC resolved to grant outline planning permission on 24 October 2012 subject to the completion of a legal agreement.
Phase 1 comprises:
· Up to 1,500 dwellings (a proportion of which will be affordable housing) in a mix of tenure types
· A local centre, including space for a community building and provision for retail, food and drink and other appropriate uses (the quantum of which is informed by the submitted Local Centre Strategy and Retail Needs Assessment)
· A three-form entry primary school
· 5 hectares (ha) of employment land including a household recycling centre and foul water pumping station
· Significant formal and informal public open space, including a sports hub of over 6 ha and approximately 23 ha of additional public open space including parks / play space and a network of footpaths and cycle ways
· Water bodies of approximately 5.2 ha including a water park (the eastern water park) providing a recreational, ecological and drainage resource
· 1.57 ha of allotments
· Significant areas of enhanced ecological environment to enable a rich diversity of habitats to flourish
· Surface water drainage infrastructure benefiting Phase 1 and the whole of Northstowe as well as mitigating the potential existing flood risk at the neighbouring village of Longstanton
· Strategic landscape provision
The following additional infrastructure works are also included in Phase 1:
· Improvements to the existing B1050
· Internal road network
· The first length of an internal busway link to the Cambridgeshire Guided Busway (CGB)
· Earthworks and cut and fill to enable land raising and re-profiling of the site for sustainable drainage purposes
